Formalities

Arrival

Yachts must not anchor anywhere before first visiting the port of entry; otherwise there is a risk of being penalised. On approaching the Maltese Islands, contact is to be established with Valletta Port Control on VHF Channels 12 or 16 (24 hour watch). Visitors are normally directed, during office hours, to the relevant marina where berthing arrangements would have been made. It will facilitate matters if the name of the agents is given to the Valletta Port Control.  Outside office hours, clearance is completed in the commercial port, the Grand Harbour. As there are no provisions for yachts, anchoring near the customs office can be difficult. Yachtsmen are strongly recommended to time their arrival during office hours to enable them to clear inward at the Marina. It is not advisable to enter Marsamxett harbour at night.

Yachts may only remain on anchor in mid-stream if instructed by Valletta Port Control until a specific berth is allotted by the Berthing Master, who must be contacted on VHF channel 13.

Procedures for customs clearance

It is at the discretion of the owner/master of yachts arriving from EU ports/countries whether to inform the customs authorities or not. If one decides to inform the customs officials to carry out an inspection, the following are required:

• Crew list 

• Ship’s store declaration 

• Crew’s effects declaration 

• Health Declaration

Customs process for yachts arriving from non EU ports/countries is compulsory and this should be carried out immediately upon berthing. The crew list must be submitted while the rest of the documents as mentioned above are completed by the customs official on board the yacht.  In certain landing places, customs officials may impose fees for their visit.

 

Passports

If the yacht is arriving from non EU ports/countries, passports must be stamped by the police officer to show entry in Malta. Malta is part of Schengen Area and therefore if the crew or passengers on board the yacht will need to leave Malta by air, this will enable the passengers to cross the borders freely within the Schengen Area.

 

Clearance on Arrival

Before entering the marina and after contacting Valletta Port Control on VHF channel 12, the master must contact the marina on VHF channel 13, where the yacht will be guided to the berth.  A passenger/crew list has to be presented to the attending officer, whilst all passports are to be shown (for vetting purposes) to the relevant officials.

Before final departure from the islands, a passenger/crew list has to be drawn up on the appropriate form and presented to the local agent or marina, provided the yacht is sailing to an EU country/port.

If the yacht’s next port of call will be a non-EU country/port, outward clearance is required from the customs and immigration offices in Valletta. Clearance is valid for 24 hours and the following documentation is required:-

• Copy of the IMO declaration

• 2 crew lists - one for customs and another for immigration police

• In case of non-EU members on board the yacht, passports would be required to be vetted by immigration police

Duty-free stores apply only to yachts sailing to non-EU countries/ports. Purchases can be obtained before departure and must be loaded under the supervision of a customs officer and will be sealed until departure from Maltese waters. After loading duty-free goods, the yacht must leave within 24 hours. Customs officers charge overtime rates after 13:30Hrs in summer and 17:00Hrs in winter.
