The amendments to the International Convention on Standards of Training, Certification and Watchkeeping 1978 require all officers serving on board ships going to sea and holding certificates of competency not issued by the flag Administration of the ship to hold an endorsement attesting recognition by such Administration for their certificate of competency.
The original Maltese Endorsement, together with the relevant Certificate of Competency, in original, must be carried on board vessel at all times.
Applications for Maltese Endorsements for officers serving on Malta flagged ships must be submitted to the Merchant Shipping Directorate on the appropriate form. Applications should be accompanied by the following documents:
In case of a lost flag state endorsement, a declaration signed by the applicant confirming that the flag state endorsement (number of such endorsement is specified) has been lost must be submitted together with all the above requirements.
The fee payable to the Administration for the Maltese Endorsement is €60 per application, payable upon filing of application. In case of a re-issue/Lost flag state endorsement the fee payable is €30 per application.
Upon submission of the application and the relevant documents, an acknowledgment is issued by the administration valid for three months proofing that an application has been filed for a Maltese Endorsement and that such application is being processed. Officers would be permitted to serve on board such acknowledgment.

After issuance of an acknowledgment of application, the Merchant Shipping Directorate will contact the relevant administrations issuing the certificates to obtain authentications. Upon receipt of the authentications directly from the relevant administrations, a flag state endorsement can be issued.
