Malta Dropped Off the Black List of the Paris MOU

Malta has been officially dropped from the blacklist of flags maintained by the Paris Memorandum of Understanding on Port State Control together with its counterpart flag - Cyprus.

 

According to the Memorandum secretariat in the Hague, a 7.1% detention ratio for Malta last year granted the promotion to the “grey list”.  A country’s placing depends on the detention results of the previous three years. The average detention ratio within the Memorandum last year was 5.8%.

 

Malta worked very hard to improve its reputation and has undertaken a marvellous performance. GM International Services Ltd congratulates all those who have worked hard to achieve such a successful feat, in particular, ship-owners/mangers for doing their utmost to avoid detentions by complying. This augurs well for Malta to be confirmed as member of the Paris MOU next year together with Lithuania and Cyprus.

 

Estonia and Latvia, until now co-operating members, have just become full members of the organization.

 

The Paris Memorandum executive committee agreed to adopt a new risk-based inspection system to replace its 25% quota system for member states which is expected to be in force in 2006. The new system rewards the top quality operators with less frequent inspections and thus Maltese flagged vessels could benefit from this course of action.
